National Identity Management Commission
Because of the deficiencies inherent in the present ID card solution and the lack of integration amongst various government bodies whose primary responsibilities also entail the identification of individuals, the government caused a comprehensive review of the ID Management in Nigeria. It therefore issued a White Paper which has since been passed into law.
The new law creates a National Identity Management Commission which is charged with the responsibility of being the apex organization holding the National ID Database, providing connectivity for all relevant government bodies i.e. Electoral Commission, Driving Licenses, National Health Insurance, Passports, etc thereby sharing data and updating the databases of these organizations.
NIMC is also statutorily charged with the responsibility of issuing a new set of chip based multi-purpose ID card. This will enable different government and private sector organizations have applets on their GMPC cards. Iris Smart Technologies Limited (ISTL) was awarded, together with one other consortium, the contract to implement the Front-end of this new National ID project. The Front-end consists of operating Registration Centres throughout the country and issuing GMPC cards to citizens and residents.
